No, the concept of sector/TV activation is used in NEVAC algorithms to know where to compare demand with capacity. An equivalent way of looking at it is that all deactivated entities have infinite capacity. The traffic still traverses deactivated entities, but they can no longer play a capacity limiting role in any NEVAC algorithms.
