Most likely, you have downloaded the program files and used Windows built-in Zip functions to extract them. When you saved the file Windows marked it as “from the Internet” and blocked it as “unsafe”. You can unblock the Zip file by right-clicking, selecting properties, and pressing the Unblock button. When you used Windows Zip functions to extract the Help file from the Zip archive, that same “block” was inherited by the Help file, so you should now right-click the ReadHRPT.chm file, and Unblock it as well. This should restore full Help functions. (Thanks to Chris Wilson for testing this solution.
