I have a neighbor who is letting her cats reproduce. She lets them outside all the time and they dig in my garden and the males spray all over everything, what can be done?
First, you need to find out what your city’s leash law is. Most municipalities do not allow free roaming animals, and if they do, the animals must wear tags at all times.
