Note that the brake travel is individually adjustable on both the front and rear wheels with a screw detenting adjustment nut. Put your scooter on its stand and adjust these by turning each of them in. This removes some brake contol cable slack in your handlebar controls too. It is quite unlikely you need to replace brake shoes if you have little mileage indicated on your scooter. What is does mean is they probably were not adjusted correctly when the scooter was set up. While you are making the drum brake adjustment, spin the wheel by propping up the front wheel so it will turn freely. Do not adjust so tight you detect a drag on the wheel. Adjust the rear wheel the same way. If the wheel sqeaks a little from time to time, it means a little dirt or debris is in the brake shoe and wheel.
