Shepherds ears are usually up by 6 mos. If they lean together in the middle it’s no biggie but if they are folding or bent over they often won’t go up without intervention at his age. If you must tape, you need a light but waterproof, semi rigid material like water pipe insulators, foam curlers, or something that can support the weight of the ear without being too heavy. cut it to the shape of the ear and use super glue or surgical glue to bind it to the inside of the ear. Wrap it with vet wrap or athletic tape. Your pup will work hard to get it off his ear and will probably succeed every few days so be prepared to re-do it often. Frankly I wouldn’t bother. With age the ear will probably get a little better but not at all perfect.
