Sometimes it’s best to add a few new plants. Most likely the declining roses have root and stem problems. You might notice some browning in the stems that suggests a fungus is at work. When the decline is affecting a major portion of the plant, it’s time for a new rose. Remove the plant and some of the soil within the root zone. Till the remaining soil deeply, and then add soil and organic matter. Then replant and give the new rose normal care.
