The first situation is if you are using VUM to install the VEM module. If you get this error it means VUM is either not installed or cannot find the correct VEM version to load on the ESX host. Verify VUM is installed, verify you have VMware VEM repository download location required via this KB article http://kb.vmware.com/selfservice/microsites/search.do?language=en_US&cmd=displayKC&externalId=1013134. With the inital 4.0 VUM code there was a bug if a VUM was configured to use a proxy. VUM would force all communication to be through the proxy and this would cause communication issues when VUM needed to talk to the VSM. This was fixed in the 4.0u1 VUM version. If you have a proxy configured and are unsure of the VUM version, you can try removing the proxy to see if the ESX host can then add to the Nexus 1000V.
