This is due to the fact that each game is stored in its own partition on hdloader, and each partition has to be a multiple of 128mb. So for instance if I have a game that is 1974mb in size, when installed to the ps2 hard drive it will consume 2048mb of space, the closest multiple of 128 greater then the actual size. This is completely normal and is nothing to be worried about.
