Please ensure that you are running Mac OS X 10.1.5 or above. The downloaded file, macfa30.tar.gz, is a compressed installer file. Double-click on it to uncompress it. It should then open in Stuffit Expander, which is included with Mac OS X. If you are unable to open it by double-clicking on the file, please launch Stuffit Expander manually by going into Applications/Utilities/Stuffit Expander. Once you launch Stuffit Expander, go to File -> Expand and select the macfa30.tar.gz file.
