I double-click the BQT09 icon to start the software and nothing happens. What is wrong?

This is an issue with permissions in Windows Vista. What you need to do is right click on the BQT09 icon. One of the top choices is “Run as administrator”. Choose this and allow. The program should start. From that point on, you should be able to just double-click the icon to start the program as long as you are logged in as that same user.
