I don want updates to download during my peak Internet period, so is there any way I can set a certain time, (i.e. 10am), for when Norton 360 downloads updates?

In Task Scheduling, under Scheduling tab, you can set updates to run at the certain time of the day. You can also set updates to run only when manually requested through the Norton 360 interface. It is strongly recommended to run updates frequently in order to have the up to date protection.
