Family members can be paid as long as they don’t reside in thesame householdas the service user. However, in exceptional circumstances family members sharing the same household may be paid as long as the council is satisfied that there are genuine, overwhelming reasons why the family member needs to be employed, that there is a contractual arrangement in place and that there is no substantial risk of financial abuse.
