I don have specialized GIS software at my site. Am I still able to view the CalView images without going through your online map viewers?

ArcExplorer allows you to browse downloaded CalView data, as well as other georeferenced data; you can download the software at: http://www.esri.com/software/arcexplorer/ If you only wish to view the CalView data, without the need for georeferencing, the CalView images are already in GeoTiff format. This means you can open the image file up in image editors such as Adobe Photoshop. Of course, you won’t have the ability to overaly multiple raster/vector layers, not to mention other GIS related functionality.
