A. You have three options: You may use any computer to fill out and submit your forms, including those at a library with Internet access. You may use a Service Bureau that will file your forms for you for a fee. Depending on state law, you may be able to apply for a temporary hardship exemption using Form ADV-H. However, you will still need to make electronic filings at the end of the temporary exemption period.
