You may apply to an IEC category if your study permit is still valid since a permit request does not cancel an ongoing permit. However, within the framework of the IEC initiative, you are not authorized to have two permits in progress at the same time. If you are accepted to an IEC category, you will have to hand in your study permit to the Immigration Officer at the port of entry before obtaining your work permit within the framework of the IEC initiative.
