I checked the SOLQ, BENDEX, and SDX boxes, so why did OLV not return any information?

In order to access Social Security Data through OLV, the individual being looked up MUST be in CNDS. When OLV was being developed, the SSA required us to have a permission module so access to SOLQ, BENDEX, and SDX would not be allowed unless the person was in our system.
