I checked the output voltage with my volt meter and the driver puts out weird voltages: 17, 0.6, 3, 29, etc. Is something wrong with the driver?

No. Measuring uncommon voltages doesn’t mean anything is wrong with the driver. It would take a very specialized meter to measure the output since the current is regulated, rather than the voltage. These LEDs run on 350mA of constant current and the voltage varies depending on how many LEDs are attached.
