Microsoft Outlook Express is a totally different email system from Outlook. Among other things, it doesn’t know anything about Microsoft Outlook plug-ins or even the Windows Messaging (a.k.a. “Microsoft Exchange”) email services, such as The Microsoft Network Classic and won’t even talk to Microsoft Exchange Server if you don’t have POP3 or IMAP installed. It’s just a re-named and somewhat re-tooled version of “Microsoft Internet Mail” and “Microsoft Internet News” and this incarnation only supports S/MIME.
