I can now use the same solicitation number for multiple notice types. How will FBO know which base notice to use if I submit a modification / amendment?

If there is more than one base notice with the same solicitation number, i.e. a sources sought notice and a presolicitation notice, FBO requires web service users to submit the modification with both the solicitation number and the notice type.
