I buy wine and only sell it by retail (ie, to the end consumer). Do I need to charge wine equalisation tax (WET) when I sell the wine to the end consumer?

No. Provided you bought the wine at a price which includes the WET you do not have a liability to the WET when you sell the wine by retail. You should not enter an amount at item 1C.
