There is a film coating on both sides of the lens. The outside of the lens has a clear film and the inside has a tinted film. The side with the tinted film covers the no fog coating and this should be facing the inside of the goggle. Always remove both film coverings before using your goggle. If you’ve already removed the film, try breathing on the lens to ascertain which side has the anti-fog coating.
