The silent installation will not work on Windows 98 or Windows NT unless Windows Installer version 1.1 or later is present on the machine. You can download the Windows Installer here: http://download.microsoft.com/download/WindowsInstaller/Install/2.0/W9XMe/EN-US/InstMsiA.exe Once you have installed the Windows Installer, you should be able to run the silent installation.
