No. Certification with Central Management Services (CMS) or the Illinois Department of Transportation (IDOT) as a minority- or female-owned business is not the same as being prequalified with the Capital Development Board. CDB does NOT certify firms as minority- or female-owned. CDB will recognize firms as being certified with CMS or IDOT when firms provide a copy of current certification from CMS or IDOT.
