Your main home address is the most important one in this case. You will need to contact the Dialogue Youth unit in Fife who will help you apply for your NEC. Its the same situation if you live in one local authority area and go to school in another or if you work in one place and live elsewhere it is always your home address that decides which local authority you apply to for your NEC.
