I am confused. Is it legal or is it not legal to reglue?
Yes, it is now legal to reglue your rubber as long as you use ITTF-approved glue. (The ITTF revised an earlier decision that had banned all liquid glues.) The reason sited for the original ban was the health hazard involved in inhaling some components of glue. The ITTF-approved glues do not have any of the worst identified toxins. My opponent hit the ball at an angle. I lunged to the floor at the side of the table and managed to return it, from my prone position, onto my opponent’s end of the table. The ball actually went around the net. Who gets the point? Congratulations, you get the point. The ball does not have to go over the net, it can go around it.
