I am confused about the user role(s) when creating a new user. Do all the roles allow for users to access/edit other users and Applications for Survey?

I am confused about the user role(s) when creating a new user. Do all the roles allow for users to access/edit other users and Applications for Survey?

“Applicant Primary” and all chief officers have the ability to add/edit other users. All user roles have access to create a new Application for Survey, however, only someone designated as an “Applicant Primary” can delete a draft Application for Survey.
