Yes, residents with non-UK addresses are still able to register for HMRC Online Services. When registering you will be required to enter specific HMRC reference information that identifies you or your organisation. You will not however be required to enter a UK postcode. Your Activation PIN and User ID confirmation letter will be issued as normal, but may take in excess of seven days to be received. This is not relevant to Corporation Tax Agents or PAYE and Tax Credits customers as they need to enter a postcode when registering.
