It is acceptable to apply to both programmes. Admission to the PhD programme is very rigorous: you need a good Masters degree and a strong research proposal to be successful. You will be considered separately and independently for the two programmes. Should you be successful with both applications, you will be required to choose one of the programmes, but may request to defer entry on the other programme to the following year. If your primary goal is to qualify and work professionally as an actuary, then you should certainly apply to the MSc in Actuarial Science. You can always apply to do the PhD later on and an excellent performance on the MSc may give you a very good chance of getting Cass funding for the PhD. If your primary goal is to do academic or commercial research, and a secondary goal is to qualify as an actuary eventually, and if you already have a good Masters degree, then you could apply to the PhD in Actuarial Science directly.
