No. The requirements for Recertification are different from the requirements for initial certification. Testamurs would have to meet the requirements for initial Certification which are detailed in the Application for the 2009 ASCeXAM. You can however apply for initial certification and recertification at the same time assuming you have passed the recertification exam.
