Shelter charge is not based on the rank of the occupant or on the size of the family; it is based only on the CMHC market assessment of the residential housing unit. In some instances, if your neighbour has been in her DND residential housing unit longer, it is quite possible that your shelter charge will be higher, as she may not yet be paying market value shelter charge. In areas where there have been increases in the overall rental market, newer occupants of DND housing will likely pay a shelter charge closer to the most recent market appraisal. Occupants who have remained in their same unit may still be phasing up to the appraised market value.
