A Responsible Person soliciting or receiving gifts or favors in any form, including money, services, loans, travel, apparel, equipment, entertainment, hospitality or promise, under circumstances in which a reasonable person would infer that the gift was intended to or could reasonably be expected to influence the Responsible Person in the performance of his or her official duties, or was intended as a reward for any official action on his or her part creates a Conflict of Interest.
