Applying for your fiance to immigrate to the USA, is a privilege extended to US Citizens only, not to Lawful Permanent Residents. As an LPR you may apply for a spouse, but not a fiance. For a better description of the eligibility requirements for a Fiance Visa watch

No. Lawful permanent residents (green card holders) are not permitted to file K-1 visa petitions. LPRs must first marry their fiancee, then apply for an immediate relative visa via form I-130; such visas are subject to lengthy waiting lists.
