I am a Buyer. How can I create a controlled, unclassified Solicitation from a standard Presolicitation notice?
If the Solicitation notice requires a level of access control, the Buyer may choose to upload it as a secure document package. FBO supports the acquisition lifecycle by enabling Buyers to modify their Presolicitation notices into Solicitation notices when attaching the solicitation package. Those using the web interface, i.e. logged onto FBO.gov directly, can quickly do this by following the instructions in the FBO Buyer User Guide and as summarized below: • Locate the Presolicitation • Select Modify/Amend • In the Modification Details screen, select “Attachments, Attach Files” • Click [Proceed] • A screen appears allowing the procurement officer to attach packages • Selecting “Yes” to the question “Is this package sensitive/secure?” will open a drop down and display an additional field for “Package Type” with the following options: Solicitation; Other; Mod/Amendment. • Select “Solicitation” for Package Type • Locate and upload the secure solicitation package • Continue through the ste
