You’re right, there are only(!) 42 Laws of Cricket as administered by the MCC. Law 43 is an unwritten and unofficial law that basically allows the umpires to apply common sense in an unusual situation. Some would also say that Law 43 also provides the overriding provision that the umpire is always right!
