It depends on the web hosting company. CourseForum and ProjectForum contain their own built-in web server; this stays running all the time and waits for incoming web connections. Your hosting company then would need to let you have a long-running program on their servers. Some will certainly allow you to do this. Others will have restrictions preventing this, either allowing only static pages, or only short-running programs (CGI scripts, Perl, PHP pages, etc.).
