No. Head Start programs should only enroll those children for whom kindergarten is not available to that child in the child’s community. If kindergarten is available, Head Start should not enroll that child unless the child is a child with disabilities and the child’s Individual Education Program (IEP), as well as the child’s parents, support the child’s placement in Head Start.
