• ZCAs would work with other regionally based groups involved in the management of animal and plant pests to develop the annual operational program to apply in the Zone. • ZCAs would take lead responsibility for overseeing the delivery of surveillance and advisory services for priority pests in the Zone. • ZCAs could fund other ‘on-ground’ activities. The delivery of these services would be coordinated with the work of other groups to minimise any overlap/duplication of effort. • To the extent possible, the animal and plant pest priorities identified by ZCAs and Natural Resource Management Groups should (over time) be integrated. • ZCAs would have the ability to support the efforts of other local groups (local improvement groups etc) involved in the management of animal and plant pest by providing additional resources.
