The Congress of Vienna aimed to maintain the status quo of Europe before 1789 – this meant the overthrow of Napoleon bonaparte and the restoration of the French Bourbon dynasty under Louis XVIII – the brother of beheaded king Louis XVI. The Congress wanted to uphold the ‘right of kings’ – the ancien regime in which the monarchy was answerable only to god – divine right of kings – which the French Revolution had undermined. The Congress of Vienna also established the Confederation of German states to which Austria tried to manoever itself as the champion and defender of German rights. I dont think that really the course of history would have changed much even if the Congress of Vienna was aware of events that would unfold – war in Europe and the contest between nations was inevitable and this undermined the Congress of Vienna right from the start.
