How would you tell if a small engine which had no pressure gage had too much oil?

The best way to check it would be to inspect the engine oil dipstick. Unless there is damage to the engine oil pan in some way, this is an accurate check of how much oil is in the vehicle. Realistically, being a 1/4 of a quart high, even on a smaller engine should not make much of a difference. If you were having a problem from it though, you would notice grey/blue colored smoke coming from the exhaust pipe during acceleration.
