How would you arrange a sensitive Measurement System Analysis (MSA) for *customer* inspection (attribute data)?

The measurement system in question typically consists of: 1. Customer representative or end customer 2. Project engineer or assistant (internal) 3. Assembler (internal), who does the actual operational work needed 4. The reference is the scope of inspection approved by end customer Hypothesis is that the variability coming from measurement system is too high due to certain problems in reference (scope) and/or interpreting and following it and behaviour of the three participants. Question #1: How announce and conduct MSA sensitively? I can tell it is not easy to announce to the customer representative or even customer that we have doubts concerning the inspection reliability! So, some good tactic is needed. Question #2: As said, besides the unit under inspection, the result (pass/fail) is a complex function of the four elements: scope and three appraisers. How should I handle this by statistical means? By the way, you can speak Minitab -language 😉 Thanks beforehand!
