How would you alter the development approval process and related policies to improve the working relationship and sense of collaboration between industry, community and the city?
I would try to inject a more balanced approach in the development process. Community associations have a role to play in preserving the character of their neighbourhoods but many feel that they are involved too subjectively and too early in the development process. This is seen by some as a vetting process and as a lack of leadership on the part of the city. Perhaps the city planning department should give a potential development a preliminary approval based on an already agreed to, overall neighbourhood plan. At this point, neighbourhood associations could comment on the development using a formal and objective set of criteria. From that point forward, jointly agreed to changes are made by the proponent and the plan goes to council for final approval. This approach would seem to be more about collaboration and less about confrontation.
