• The Pest Rate would be calculated on the Unimproved Value of every rateable rural property within a Zone. • Rateable rural properties would include any private land outside of a townsite / the Perth Metro Region and could include land which is Zoned by Local Government to be ‘rural residential’ or ‘special rural’. Flexible rating arrangements would allow ZCAs to set a minimum size limit upon which the Rate may apply. • The quantum of the Rate would be set (annually) on the recommendation of the local Zone Control Authority, to raise sufficient funds to cover locally determined control priorities & programs • ZCAs could decide minimum and maximum Rate contributions payable by rural landholders. • The APB and the Minister for Agriculture would finally approve Zonal Rate quantums, and simultaneously authorise matching $-for-$ contribution from the State Government.
