Maybe purchase one of those beer brewing kits, they probably have instructions as to how to get a brewing license, then you just need to ask whomever issues those licenses what license you need for a still to make fuel grade ethanol. Keep in mind that a still won’t be able to get it pure enough, you can only get about 180 proof out of a still and that would still be too much water. You have to run it through a zeolite to absorb the remaining water in order to bring it to 99% at which point you denature it by mixing some gasoline into it. The denaturing is to discourage people from drinking it by making it lethal to drink which is the same reason why acetaminophen is in so many cold medicines (never did understand the rationale behind making something more dangerous in the name of safety).
