From Victoria, take the Circle or District lines to Tower Hill. Get off at Tower Hill and follow signs for Tower Gateway (DLR), and take the Docklands Light Railway to Customs House. From Customs House, leave the station and follow signs for ExCeL London. It’s about 200 meters walk. You may have to change at Poplar DLR station, depending on the destination of the DLR train. You need a train heading towards Beckton, as Customs House is on the Beckton branch of the DLR. If the train is going towards King George V, Lewisham or Canary Wharf, you will need to change at Poplar.
