How would a Sysop allocate resources?

A Sysop wouldnt necessarily have to care about resource allocation in order to protect volition. But Yudkowsky believes that it would probably feel the need to ensure some sort of Minimal Living Space for all in its care. Protection from suffocating conditions might be on the list of things a Friendly SI thinks a Sysop should provide. If a Sysop does allocate resources, one can expect that the system would be pretty fair. After all, a Friendly SI would not play favorites unless its understanding of Friendliness were considerably different than the general ethical consensus of today. There are at least a few different ways resource distribution might work, and they are closely tied to the next question.
