Presumably they will become infested with minions of that particular villain group and become more dangerous. The area will also change depending on the particular group who has taken over. For instance the cybergang known as Freakshow will paint the area with graffiti and trash will litter the area, while Crey Industries may turn the zone into gleaming example of corporate mind control.
