H.B. 2292 realigns similar functions of the existing health and human services agencies into four new departments under the oversight of the Health and Human Services Commission. HHSC and each HHS department will have a nine-member, governor-appointed council that will make recommendations regarding the department’s rules and policies. In addition: • The HHSC executive commissioner will be appointed by the governor and confirmed by the Senate. • The HHSC executive commissioner will appoint, with the governor’s consent, the commissioners of the four HHS departments. • The HHS Transition Legislative Oversight Committee is a special eight-member committee made up of state legislators and representatives of the general public. • The committee will help guide the HHS merger.
