How will the regional groupings of local governments work?
Funds allocated through these regional groups will be the sum of the respective allocations of the local governments in that group. Regional groups will reach mutual agreement on the expenditure of their regional funding allocation. In the first instance the regional component will be provided direct to individual local governments for acquittal and auditing purposes, except where a formal entity exists such as a constituted regional local government.
