Apart from changes regarding cohesion funding (see previous question) the plan will step up infrastructure investments in a number of ways, including: * by allocating €5 billion euros of unspent money under the EU budget to trans-European energy inter-connections and broadband infrastructure projects * by launching a €500 million call for proposals for trans-European transport projects (where this money will lead to construction beginning before the end 2009) * the European Investment Bank will increase its financing of climate change, energy security and infrastructure investments by up to €6 billion per year * the European Bank for Reconstruction and Development will more than double its efforts for energy efficiency, climate change mitigation and financing for municipalities and other infrastructure services.
