Local authorities have statutory duties in respect of accessibility and equalities. Where qualifications are offered which provide a potential for career development as well as academic progression, it is important that the access to these opportunities is monitored for fairness and impartiality. These qualifications have been designed for easy access and flexibility embodied in the open-learning, on-line approach. The advantages of developing these qualifications in this way include: Single standard of delivery and assessment Sustainability – no great need for paper systems and associated subsequent document control inefficiencies Portability – can be delivered anywhere in Scotland Flexibility – candidates control the time, place and pace of their own learning.
